AI First 90 Days Plan for CTOs: Assess, Decide, Ship

A CTO's first 90 days with AI should produce an inventory of systems and initiatives with owners, a governance baseline with policies and review gates, a platform decision on gateways, evaluation, and observability, one production system shipped or rescued through a gated rollout, a budget with cost attribution, and a roadmap with hiring needs, reported with evidence.

AI First 90 Days Plan for CTOs: Assess, Decide, Ship article cover

A new CTO, or an incumbent handed the AI mandate, has one quarter to establish credibility on the topic the board asks about most. The temptation is to reorganize, buy tools, and announce a strategy. The path that works is to assess what exists, decide the few things that matter, and ship one real system through proper gates, then report with evidence. This plan lays out the 90 days month by month, drawing on FISTA Solutions' AI enablement practice. The operating model the plan builds toward is in the AI-native enterprise operating model whitepaper and the roadmap format in ai roadmap template.

What are the 90-day outcomes?

OutcomeEvidence at day 90
InventoryEvery AI system and initiative with owner, status, risk tier, cost, and decision
Governance baselineAcceptable-use policy, risk tiers, review gates in the delivery process
Platform decisionGateway, evaluation, and observability standards adopted with templates
One production systemShipped or rescued through shadow, canary, and gated rollout with evaluation evidence
BudgetAI spend attributed by system with run-cost projections
Roadmap and hiringPrioritized initiatives with checkpoints; roles defined by demand

Month one: what should you assess?

Inventory every AI system and initiative through interviews and evidence: what is in production, what is a pilot, what is a demo, who owns it, what it costs, what it is connected to, and whether it has evaluation. Assess people and skills, data and platform readiness, security and compliance exposure, and vendor commitments. Distinguish initiatives with a production path from those without. Resist decisions until the inventory exists. Readiness assessment is in the ai data readiness checklist and data readiness in the data readiness for generative AI whitepaper.

Month two: what should you decide?

Month three: what should you ship?

One production system, either the most promising initiative or a stalled pilot rescued with a specification, evaluation, and gates. Ship it through shadow, canary, and full rollout with evaluation evidence at each stage, on the new platform standards, under the governance baseline. This proves the platform, the governance, and the team, and it produces the evidence the roadmap and the board report rest on. Rollout practice is in what is a canary deployment and production readiness in the LLM production readiness whitepaper.

What should the day-90 report contain?

The inventory with decisions taken; the governance baseline in force with the first systems reviewed under it; platform standards adopted with the shipped system as proof; the shipped system's evaluation results, adoption, and cost; total AI spend by system with projections; hiring needs by role; and a roadmap with checkpoints and decision criteria. Every claim points to evidence. Board reporting practice is in how to report ai progress to the board.

What traps waste the first quarter?

Reorganizing before understanding the work; shopping for tools before defining problems; launching new pilots while existing ones drift; promising outcomes before baselines exist; treating governance as a document rather than gates in delivery; and hiring for research when the need is production engineering. Each consumes the quarter and produces a report of intentions. Portfolio discipline is in ai portfolio management.

How do you handle stakeholders during the 90 days?

Meet the board's and executives' expectations with a dated plan in week one, a findings report at day 30, decisions at day 60, and evidence at day 90. Meet engineers with clarity on standards and a system to ship. Meet business leaders with honest assessments of their initiatives and a path for the ones that qualify. Executive alignment is in how to get executive buy-in for ai.

How FISTA Solutions supports a CTO's first 90 days

FISTA Solutions supports new AI mandates with inventory and readiness assessment, governance and platform standards, and embedded delivery that ships or rescues the first production system inside the quarter, with evaluation evidence for the board. The AI enablement practice leads assessment and platform, forward deployed engineers deliver the system, and fractional cto services supply leadership where a full-time CTO is not yet in place. The record behind the approach is 150+ projects for 50+ companies.

To end your first quarter with a shipped system and evidence rather than a plan, message FISTA on WhatsApp, or read the enterprise AI adoption roadmap whitepaper for what follows the first 90 days.

Clear answers

Questions raised by this field note.

Straightforward guidance for evaluating scope, fit, and the next step.

01What should a CTO assess in the first month?

Every AI system and initiative with its owner, status, risk, and cost; the people and skills available; the data and platform readiness; security and compliance exposure; vendor commitments; and which initiatives have a production path versus which are demos. Interviews and evidence, not slide decks.

02What decisions belong in month two?

A governance baseline with acceptable use, risk tiers, and review gates; platform standards for gateways, evaluation, and observability; which initiative ships first and which stop; the engagement model for capacity; and the budget structure with cost attribution.

03Why ship a system in the first 90 days?

Because strategy without a shipped system has no credibility with the board, the business, or the engineers. One production system through a gated rollout proves the platform, the governance, and the team, and it generates the evidence the roadmap is built on.

04What should the day-90 report contain?

The inventory with decisions taken, governance baseline in force, platform standards adopted, the shipped system's evaluation and outcome evidence, cost by system, hiring needs, and a roadmap with checkpoints. Evidence, not intentions.

05What traps waste the first quarter?

Reorganizing before understanding, shopping for tools before defining problems, launching new pilots instead of finishing existing ones, promising outcomes before baselines exist, and treating governance as a document rather than gates in the delivery process.
