Developer Hourly Rates in Pakistan: How Pricing Works
Hourly rates in Pakistan vary by seniority, specialism, engagement model, and overlap commitment, and they are a poor basis for comparison on their own. What determines your actual cost is the fully loaded price of a verified outcome, including your management time and the rigour the quote includes.
An hourly rate on its own tells you almost nothing. Two quotes differing by a factor of two can represent the same total cost, or the cheaper one can cost considerably more by the time the work is accepted.
What actually sets a rate?
Four variables, in order of impact.
- Seniority and specialism. A senior AI or platform engineer costs more than a mid-level web developer everywhere, including Pakistan.
- Engagement model. Fixed-price work prices scope risk into the number; monthly capacity does not; a forward deployed engineer prices accountability for an outcome.
- Overlap commitment. A team working into its evening to cover your morning is organised for it, and that organisation appears in the price.
- Rigour. Code review, automated tests, evaluation datasets, documentation, and observability are work. Quotes that omit them are cheaper for exactly that reason.
How should you compare quotes?
| Line | What to add |
|---|---|
| Quoted price | The starting point only |
| Your management time | Hours per week multiplied by your loaded cost |
| Rework risk | Higher where review and tests are excluded |
| Calendar time | Thin overlap lengthens every feedback loop |
| Exclusions | Documentation, runbooks, support, handover |
| Contract friction | Foreign entity, currency, legal review |
Normalise every quote against the same written scope before doing this. The cost page sets out the method in full.
What is wrong with blended rates?
Nothing, if the mix is transparent. A blended rate simplifies contracting for a team spanning several levels. The risk is that it conceals a junior-heavy staffing plan behind a mid-level average.
Ask how many hours come from which seniority levels, who is named on the statement of work, and what happens to the blend if the team grows. If the answer is vague, the blend is doing work the proposal does not want you to see.
Should you pay more for overlap?
Frequently, yes. Pakistan is UTC+5, so covering the US morning means working into the Pakistan evening, which is a staffing decision rather than a courtesy. European and Gulf buyers get substantial overlap without that arrangement.
Decide how many hours of live conversation your work genuinely needs. Buying more overlap than you use is a common and avoidable cost. The time zone post covers the arithmetic.
Hourly or fixed price?
Match the model to the certainty. A defined deliverable with written acceptance criteria suits fixed price, which transfers scope risk to the vendor at a premium. Evolving work suits time and materials with a scope reviewed regularly and a budget cap.
Many engagements sensibly do both: fixed price for a bounded first phase, then monthly capacity once the direction is clear. The fixed price versus time and materials post covers the trade-offs.
What questions should precede accepting a rate?
Who is assigned and at what seniority. What the rate excludes. What the overlap commitment is. How changes are priced and approved. What happens if the engagement doubles or halves. What the notice period and substitution terms are. And who owns the IP, which should never be a negotiation.
Vendors who answer all seven crisply have thought about the commercial relationship. Those who deflect will produce the same pattern during delivery.
Why does FISTA not publish a rate card?
Because a rate without a scope misleads in both directions. It makes a complex, senior engagement look expensive and a simple one look cheap, and it invites comparison on the one dimension least connected to outcomes.
Instead, a scoping call produces a written estimate with assumptions, exclusions, and milestones stated, which is what a finance team can actually use.
What does a good estimate contain?
The scope as understood, the assumptions it rests on, the exclusions, the proposed team and seniority, the overlap commitment, the milestones with acceptance criteria, the change-pricing mechanism, and the commercial terms including IP and termination.
If an estimate contains a number and a timeline only, ask for the rest before comparing it with anything.
How does AI work change pricing?
It adds an evaluation and observability component that many quotes omit and that determines whether the system is usable. It also introduces inference cost, which belongs in the running-cost conversation rather than the build price.
Ask any AI quote what proportion covers evaluation and monitoring. A quote with none is cheaper because it is incomplete. FISTA's approach is on the AI development page.
What does FISTA Solutions provide?
Written estimates in USD from a Delaware entity, with assumptions and exclusions stated, named engineers and seniority, an overlap commitment in the statement of work, and change pricing agreed before work begins.

Compare outcomes, not hours
Normalise the scope, add your own costs, and list the exclusions. The cheapest hour rarely produces the cheapest outcome.

Questions raised by this field note.
Straightforward guidance for evaluating scope, fit, and the next step.
01What determines a developer's hourly rate in Pakistan?
Seniority and specialism first, then the engagement model, the overlap commitment, and the rigour included in the work. A senior AI engineer covering your morning with tests and documentation is a different product from a mid-level developer working asynchronously.
02Why do vendors quote blended rates?
Because they simplify contracting for a mixed team. The risk is that a blended rate hides the seniority mix, so ask how many hours come from which levels and who is named on the statement of work before accepting one.
03Should I pay more for overlap with my working day?
Often yes, because covering your morning from Pakistan is a scheduling commitment the vendor staffs deliberately. Decide how much live overlap your work genuinely needs before paying for more than that, as the difference is real.
04Are hourly rates better than fixed price?
They suit evolving work where requirements change, while fixed price suits defined deliverables with written acceptance criteria. Neither is inherently better; matching the model to the certainty of the requirements is what matters.
05How do I compare two very different quotes?
Normalise them against the same written scope, then add your own management time, the rework implied by the rigour included, the calendar time each implies, and anything excluded such as testing or documentation. The order of the quotes often changes.
06What should I ask before accepting a rate?
Who exactly is assigned and at what seniority, what the rate excludes, what the overlap commitment is, how changes are priced, what happens if the engagement grows or shrinks, and what the notice and substitution terms are.
