Software Developer Salaries in Pakistan: A Buyer's View
Salary figures are a poor guide for buyers, because what you pay a company includes recruitment, management, benefits, infrastructure, quality practice, continuity, and margin. Compare fully loaded cost per verified outcome instead, and ask what a quote excludes rather than what a developer earns.
Buyers often research Pakistani developer salaries hoping to work out what a fair rate looks like. It is a reasonable instinct and the wrong lens, because the number you pay a company and the number an engineer receives are separated by several real things.
Why is salary the wrong starting point?
Because a vendor rate covers far more than compensation. It includes recruitment and screening, management and technical leadership, benefits and statutory costs, office, equipment, connectivity and power backup, training, quality practice such as code review and testing, cover when someone is ill or leaves, and margin that funds continuity.
Reasoning backwards from a salary figure to a "fair" rate produces a number that cannot buy any of those, which is why that approach usually ends in a disappointing engagement.
What should you compare instead?
| Comparison | Why it is useful |
|---|---|
| Same written scope, three vendors | Like-for-like, not vendor-for-vendor |
| Fully loaded cost per verified outcome | Includes your time and rework risk |
| What is excluded from the quote | Testing, documentation, review, support |
| Calendar time implied | Overlap and staffing affect duration |
| Seniority mix proposed | Who actually does the work |
This is the method set out on the cost page, and it produces decisions you can defend to a finance team.
Are published salary figures reliable?
Treat them carefully. Aggregated self-reported data mixes seniority, city, company type, and currency, and it lags a market that has changed quickly over the past few years. Figures quoted in one currency and converted at a later exchange rate compound the problem.
They can indicate direction â senior AI engineers cost more than mid-level web developers, as everywhere â and they should not anchor a budget or a negotiation.
What is pushing compensation up?
International remote hiring. Companies in the US, Europe, and the Gulf employ Pakistani engineers directly, competing for the same senior people that local firms need. That competition raises expectations at the top of the market and makes retention a genuine cost for any vendor.
For buyers, this has a practical consequence: an unusually cheap quote for senior engineers deserves a question about who is actually being assigned. The retention post covers why this matters.
What does the difference between salary and rate buy?
Continuity, mainly. A company absorbs the cost of someone leaving, covers illness and leave, maintains a hiring pipeline, and keeps knowledge in documentation rather than in one person's head. It also provides technical leadership, review, and a contractual counterparty that is accountable when something goes wrong.
Buyers who want only the salary component should hire directly through an employer of record and accept the management burden. That is a legitimate choice, covered in the legal structures post, and it is a different product.
Does paying less get you less?
Usually, and not always in visible ways. The savings come from somewhere: less senior engineers, no code review, no automated tests, no documentation, thinner management, or acceptance of higher churn.
None of those appear in the proposal. All of them appear in the second half of the project, which is why fully loaded comparison matters more than headline rates. This is general guidance on commercial practice rather than financial advice.
How do currency and payment affect cost?
Contracting with a vendor's foreign entity, where one exists, removes exchange and correspondent-banking friction from your finance team's work and gives you a familiar counterparty. FISTA invoices in USD from its Delaware corporation while delivering from Faisalabad.
Where you pay a Pakistani entity directly, international wires are routine and add modest fees and occasional bank queries on both sides.
What about AI-related roles specifically?
They carry a premium over general software roles, as they do in every market, because demand outpaces supply and remote employers compete hard for the same engineers. Budget for that rather than expecting AI capability at general engineering rates.
What you should expect in return is evaluation discipline and production evidence, not just familiarity with model APIs. The AI talent landscape post covers the market.
What should you do before asking for a quote?
Write a one-page scope: the outcome, the stack, the data sensitivity, the timeline, the success measures, and the overlap you need. Send it unchanged to three vendors and ask each to list what their price excludes.
That single document turns a confusing market into a comparable one, and it takes an afternoon.
What does FISTA Solutions do about pricing?
Quotes in USD from a Delaware entity, in writing, after a scoping call, with assumptions stated and exclusions listed. No published rate card, because a rate without a scope misleads both sides, and no discount that comes out of review, testing, or documentation.

Clear answers
Questions raised by this field note.
Straightforward guidance for evaluating scope, fit, and the next step.
01Why should buyers not focus on developer salaries?
Because a salary is one input into what a company charges, alongside recruitment, management, benefits, office and equipment, quality practice, bench cover, and margin. Reasoning backwards from salary to a fair rate produces conclusions that do not survive contact with a real engagement.
02Are online salary figures for Pakistan reliable?
Treat them cautiously. Self-reported aggregates mix seniority levels, cities, and currencies, and they lag a market that has moved quickly. They can indicate direction; they should never anchor a negotiation or a budget.
03Does competition from remote employers affect what I pay?
Yes. International companies hiring Pakistani engineers remotely compete for the same senior people, which raises compensation expectations at the top of the market and makes retention a real cost factor for any vendor.
04What am I actually paying a vendor for?
Capability you do not have to build, continuity when individuals change, management you do not have to provide, quality practice such as review and testing, and a contractual counterparty accountable for outcomes. Those are the things the difference funds.
05Is paying below market a good idea?
Rarely. Under-market engagements are staffed with whoever is available rather than whoever is right, and they churn, which restarts context acquisition and costs far more than the saving. Pay the market and demand the corresponding quality.
06How should I benchmark a quote?
By sending the same written scope to three vendors and comparing fully loaded cost per verified outcome, including your own management time, the rigour included, and the calendar time implied by the overlap. That comparison is meaningful; salary data is not.
