Cost of Web Development in Pakistan for UK Companies

For UK companies, web development in Pakistan costs materially less than domestic agencies, but the rate rarely decides the total. Scope clarity, design system decisions, WCAG conformance, consent handling, content migration, and who maintains the site afterwards move the number far more than the hourly figure does.

For UK companies, web development in Pakistan costs materially less than domestic agency pricing — and the rate is rarely what decides the total. What decides it is how clearly the scope was defined, whether accessibility and consent were designed in, how much content has to move, and who maintains the result. This guide covers the drivers, drawing on FISTA Solutions' web and mobile work with UK teams. This article is general guidance, not legal advice.

What actually drives the cost?

DriverEffect on total cost
Design system decisionsDominant — sets build and change cost
Content migrationLargest underestimated line item
WCAG conformanceCheap built in, expensive remediated
Consent and tag handlingScope, not a plugin
Integration surfaceScales with systems touched
MaintenanceContinuous, and frequently unpriced
Headline rateSmallest term in the equation

Why do design system decisions dominate?

Because they determine the cost of every page after the first. A site built from a consistent component set costs more up front and far less per page thereafter; a site built page by page costs less to start and more forever.

For a small brochure site, bespoke pages may be fine. For anything that will grow, the component set pays for itself within a quarter.

Why is content migration the biggest surprise?

Because it scales with page count and nobody counts pages before pricing. Moving an existing site means moving pages, media, metadata, and redirects while preserving search rankings.

A migration with hundreds of URLs is a workstream, not a task. Count the URLs before accepting a quote. See hidden costs of web development.

How much does WCAG conformance cost?

Almost nothing designed in; a great deal remediated. Semantic markup, keyboard navigation, focus management, contrast ratios, and alt text are decisions made during the build at essentially no incremental cost.

UK organisations carry duties around accessible services, and public sector bodies are subject to specific accessibility regulations with published statement requirements. Name your target conformance level in the brief. This is general guidance, not legal advice.

How much does consent handling cost?

More than the banner suggests. Doing it properly means analytics, advertising, and marketing scripts genuinely do not load before consent is given, which changes how tags are implemented and how the site is tested.

A banner that displays a choice while firing tags regardless is worse than none, because it documents an intention the implementation does not meet. Budget the implementation, not the widget.

What about integrations?

The integration surface scales the budget more predictably than page count. A CMS, a CRM, a payment provider, a marketing platform, and a search service are five pieces of work with five sets of failure modes.

List them before pricing. Integrations discovered mid-build are the classic cause of overrun.

How does time-zone overlap affect delivery?

The UK runs about four to five hours behind Pakistan depending on daylight saving, so a Pakistani afternoon covers a UK morning. That is a solid daily window for live decisions rather than overnight message exchange.

Most of the cost of distributed delivery is delayed decisions, and that window removes the bulk of it if it is protected.

How do performance budgets change the cost?

They move work earlier, which makes it cheaper. Targets for load and interaction set before the build constrain image handling, font loading, script strategy, and third-party tags from the start.

Measuring afterwards means discovering the cost of each tag and negotiating its removal, rather than deciding up front.

Should maintenance be in the original contract?

Yes. A site needs dependency updates, security patches, content changes, analytics upkeep, and performance monitoring from launch onward.

Decide whether that sits with your team or the supplier, and price it either way. Pricing only the build produces a site nobody owns.

How do you compare bids fairly?

Normalise them. Same page count, same integrations, same conformance level, same performance targets, same migration scope, same maintenance term — then compare totals.

Cheap bids almost always excluded migration, accessibility, or maintenance. See fixed price vs time and materials web development.

What about search rankings on a replatform?

Treat preservation as a requirement with acceptance criteria. URL structure, redirects, metadata, structured data, and internal linking all carry ranking signal, and a replatform that loses them loses traffic that took years to build.

When is offshore the wrong answer?

When the work is a two-week brochure site where coordination overhead exceeds the saving, or when your organisation has no capacity to review what arrives. Offshore delivery amplifies review capability; it does not replace it.

How do you know whether it worked?

Measure time to publish a new page, field performance metrics, accessibility conformance, and whether your own team can make changes without the supplier.

What should you do first?

Count your URLs, list your integrations, name your conformance level, and set your performance targets. A quote against those four is a real number; a quote without them will be revised.

How FISTA Solutions helps

FISTA Solutions builds web products for UK companies from Pakistan as a US-registered firm: component-based design systems rather than page-by-page builds, accessibility and performance targets set before the build, consent handling implemented rather than merely displayed, migration scoped by URL count with redirects and metadata preserved, IP assigned to the client, and handover that leaves your team able to publish without us. Services span web and mobile, AI enablement, and staff augmentation. The record is 150+ projects for 50+ companies across 12+ countries.

Questions raised by this field note.

Straightforward guidance for evaluating scope, fit, and the next step.

01How much does web development in Pakistan cost UK companies?

Materially less than UK agency pricing, though the figure depends on scope, design complexity, and integration surface. The comparison worth making is total cost through the first year of ownership, because build price and cost of ownership are different numbers.

02Why does accessibility affect the budget?

Because retrofitting costs far more than building it in, and UK organisations carry duties around accessible services, with public sector bodies subject to specific regulations. Semantic markup and keyboard navigation cost almost nothing at design time. This is general guidance, not legal advice.

03How much does consent handling cost?

More than the banner. Doing it properly means analytics and marketing scripts genuinely do not load before consent, which affects how tags are implemented and tested. A banner that fires tags regardless is a compliance problem rather than a solution.

04What is the most underestimated line item?

Content migration. Moving pages, media, redirects, and metadata from an existing site while preserving search rankings scales with page count, and it is frequently priced as an afterthought rather than as a proper workstream.

05Should maintenance be in the original contract?

Yes. A site needs dependency updates, security patches, content changes, and performance monitoring from launch onward. Pricing only the build produces a site nobody owns after week three, which is how good launches decay quietly.
